The Visual Arts Fund's grants are disbursed by the parliament. The parliament and the government have stipulated guidelines for the allocation of the funds. Briefly, the guidelines state that the guiding principle in the awarding of grants is the artistic quality of the applicant's work, the range of his or her artistic practice and the need for financial support. All decisions on grants and allowances are made by the Board of the Visual Arts Fund, whose members are appointed by the government. Most are visual artists or designers.
